3-19-1: DEFINITIONS:
For the purposes of this chapter, the words set out in this section shall have the following meanings:
 
MASSAGE:
The practice whereby a person, either by the hands or with a mechanical or electrical apparatus, administers to another person effleurage (stroking), friction (rubbing), petrissage (kneading), tapotement (percussion) and vibration (shaking or trembling), or variations of these, and the use of rehabilitative procedures involving the muscles by nonintrusive means and with spinal manipulation. The practice of massage may include the use of oil rubs, heat lamps, salt glows, hot and cold packs, or tub, shower, steam, or cabinet baths.
MASSAGE APPRENTICE:
A person who is licensed as a massage apprentice by the State of Utah.
MASSAGE ESTABLISHMENT:
Any location, place, area, structure, or business used for the practice of massaging or instructing massage.
MASSEUR, MASSAGE TECHNICIAN OR MASSAGE THERAPIST:
A person who is licensed as a masseur, massage technician or therapist by the state of Utah and gives massages for hire; provided, that a person who is duly licensed by the state of Utah to practice the healing arts, as specific by the Utah massage therapy practice act, shall not be included within this definition.
PRACTICE OF MASSAGE THERAPY:
Activities defined as the practice of massage therapy in the Utah Massage Therapy Practice Act. (Ord. 2021-13, 5-4-2021)
