Building permits or certificates of zoning compliance, issued on the basis of plans and specifications approved by the building official, authorizes only the use, arrangement and construction set forth in the approved plans and applications and no other use, arrangement or construction. Use, arrangement or construction at variance with that authorized in said plans and specifications shall be deemed a violation of this title and shall be punishable as provided in chapter 3 of this title.
