8-1-23: ACCESS TO PREMISES:

The superintendent and his agents shall at all ordinary hours have free access to places supplied with water from the waterworks system for the purpose of examining the apparatus, ascertaining the amount of water used and the manner of its use. (1990 Code § 13.04.120)
