8-1-15: FIRE HYDRANTS:

All public fire hydrants shall be under the control of and shall be kept in repair by the superintendent, and in case of fire the fire department shall have free access to the hydrants. No other person shall open or operate any fire hydrant, or attempt to draw water therefrom without special permission of the superintendent, or obstruct the approach thereto. (1990 Code § 13.04.170)
