8-1-1: CONTROL OF SYSTEM:
The water system constructed by the City shall be the property of the City and shall be under the sole and exclusive control of the Mayor and City Council, who may from time to time, direct the construction of such reservoirs, tanks, mains, service pipes and hydrants as the necessities of the inhabitants of the City may require. (1990 Code § 13.04.010)
