Before making any such installation, the abutting property owner, or his authorized agent or representative, shall submit to the building inspector a written application therefor, signed by him, which shall supply information as to the location of the proposed installation, type of material to be used, size of piping or culvert and such other pertinent information as the building inspector shall deem necessary to enable him to determine if such installation complies with the rules and regulations of the city and is of sufficient size and has a sufficient opening to permit the full and free flow of water through or under. If the building inspector finds that the proposed installation meets the requirements of the city, he shall issue to the applicant a permit authorizing him to proceed with the installation. There shall be no fee charged for issuing the permit. (1990 Code § 12.12.030)
