7-6-1: USE REQUIRED:

It is unlawful for any person to convey water across any sidewalk within the city, except in a covered culvert or box extending the whole width of the sidewalk. It is likewise unlawful for any person to use or maintain any such culvert or box without keeping the same in good repair. (1990 Code § 12.12.010)
