7-2-2: AUTHORITY:
   A.   The parks and recreation director may propose the establishment of certain parks, trails, and recreational facilities which shall, upon the advice and consent of the city council, be created as the city council deems fit. The director may, through the allocation of city funds or by exacting from developers of large tracts of land or subdivisions of certain real property, establish such parks, trails, and recreational facilities together with such improvements thereon as the director with the advice and consent of the city council deems advisable.
   B.   The city council may set a park, trails and recreation facilities impact fee for all new development within the city.
   C.   The parks and recreation director may proscribe certain uses and restrictions on use for the city parks, trails and recreation facilities as deemed reasonable and necessary for the protection and preservation of public health, safety and welfare, and public facilities consistent with this chapter and other city ordinances. The director may coordinate rulemaking and enforcement with law enforcement officers. (Ord. 2016-11, 5-31-2016)
