It is unlawful for any person to make any excavation in any street, lane or alley, or remove any pavement or other materials forming any street or improvement thereon without a permit from the city council. It is unlawful for any person having made an excavation in any street, whether under a permit or otherwise, to fail, neglect or refuse for a period of ten (10) days after notice, to restore the street to its normal condition.
