7-1-2: DISCHARGE OF STORM WATER ON SIDEWALKS:

It is unlawful for any person owning, occupying or having control of any premises to permit water from the roof or eaves of any house, building or other structure, or from any other source under the control of such person, to be discharged and spread upon the surface of any sidewalk. (1990 Code § 12.04.020)
