All empty receptacles must be removed from the street as soon as practicable after being emptied, and in every case must be removed from the streets the same day they are emptied. No such receptacle shall be permitted to remain on any street longer than may be necessary for the removal of the contents therein. (1990 Code § 8.28.170)
