4-2-2: CITY COUNCIL; POWERS:
The city council shall have the power to create garbage collection districts and to provide rules and regulations governing the disposal and collection of garbage and fixing rates for the collection of the same and to provide penalties for the violation of such rules and regulations. (1990 Code § 8.28.020; amd. 2003 Code)
