4-2-1: DUMPING GARBAGE PROHIBITED:

It is unlawful for any person to dump or deposit, or cause or permit to be dumped or deposited, upon or in any public street, sidewalk or irrigation ditch or watercourse within the city any trash, brush, ashes, tin cans, bottles, rags, garbage, leaves, manure, waste or refuse. (1990 Code § 8.28.010)
