It is unlawful for any person to wilfully or negligently ignite or cause to be ignited any tree, shrub, cultivated crop, fence, building or other property on any land not his own, or to throw away any lighted cigar, cigarette, match or other burning material whatsoever on any land cover which will carry fire.
