Whenever any unoccupied building not properly secured or enclosed comes to the attention of the department, the fire chief or his appointee shall immediately visit the premises and notify either in person or by certified mail to the last known address as shown on the records of the county tax rolls, of the owner or person having control of the same to immediately secure or enclose the same, and the person so notified as set out in this section shall within forty eight (48) hours comply therewith.
