4-1-7: BLOCKADING:
Whenever a fire occurs, it is lawful for the chief or the officer in command to blockade any street, alley, sidewalk or other place if in his judgment it is necessary to secure the efficient working of the firefighters, hoses, engines or hook and ladder apparatus under his command, and to protect any personnel or equipment of the department from injury.
