The appeal board shall consider and make findings on the following issues:
A. Whether the facts support the charges.
B. Whether the charges warrant the sanction imposed.
1. Whether the sanctions are proportional to the offense.
2. Whether the sanctions are consistent with sanctions previously imposed for similar offenses within the department. (Ord. 2004-28, 10-5-2004)
