2-3-1: CREATED; CHAIRPERSON; RULES:
   A.   Created; Membership: A city planning commission is hereby created. Said commission shall consist of seven (7) members, each of whom shall be a resident of the city and each of whom shall be appointed by the mayor with the advice and consent of the city council.
   B.   Terms Of Office: The terms of office for all members of the planning commission shall be four (4) years, expiring on January 15, and until their successors are appointed and qualified, except where appointment to a shorter term is necessary to provide for staggered terms among commission members.
   C.   Political Affiliation Not Considered; Compensation: Members shall be selected without respect to political affiliation and shall serve without compensation, except for payment of reasonable expenses. (Ord. 2002-5, 2-5-2002)
   D.   Chairperson: The planning commission shall elect a chairperson and vice chairperson from its membership and shall adopt reasonable policies and rules for the transaction of business and shall keep a public record of its proceedings. The chairperson shall serve a one year term. (Ord. 2002-5, 2-5-2002; amd. 2003 Code)
   E.   Alternate Members: The mayor shall, with the advice and consent of the city council, appoint one or two (2) alternate members of the planning commission, who shall serve in the absence of a member or members of the planning commission under rules established by the planning commission. Except as just provided, alternate members shall be appointed and serve as described in subsections A and B of this section.
   F.   Bylaws: The commission will establish and adopt its own bylaws and operating policies. A copy of the bylaws and operating policies certified as correct and current by the commission chairperson will be maintained for public inspection in the office of the community development director.
   G.   Vacancies: Vacancies of appointed members shall be filled for the remainder of the unexpired term by appointment of the mayor, with the consent of the city council. (Ord. 2002-5, 2-5-2002)
