Unless otherwise provided by law or this Code, or other City ordinance or resolution, the following rules shall apply to all City boards, commissions, committees, councils, agencies, foundations and districts, all of which are hereinafter referred to as a "board": (Ord. 2002-5, 2-5-2002; amd. A. Each board member serves at the pleasure of the Governing Body.
B. Each board shall be an advisory board only.
C. Each board shall consist of the number of members as set forth in this title or as otherwise provided by law.
D. The terms of members shall be staggered. Members may be appointed to serve less than the stated number of years when necessary to provide for staggered terms.
E. Members appointed to fulfill midterm vacancies shall be appointed to fulfill the unexpired term of the member being replaced.
F. Board members shall be appointed by the Mayor, with the advice and consent of the City Council.
G. Board members may be removed from office by the Mayor, with or without cause, by a majority vote of the City Council.
H. Board members shall be subject to the code of conduct contained in the City's personnel policies and procedures manual. A violation of said code of conduct is considered "cause" for removal.
I. Board members shall receive no compensation for their services, but may be reimbursed for reasonable expenses incurred in the performance of their duties. (Ord. 2002-5, 2-5-2002)
J. Unless otherwise provided, each board shall elect a Chair and Vice Chair. Each person so elected shall serve for a term of one year. (Ord. 2002-5, 2-5-2002; amd. 2003 Code)
K. Meetings of each board may be called by:
1. The Chair;
2. The Vice Chair, if the Chair is incapacitated or otherwise cannot act;
3. A majority of the members of the board; or
4. The Mayor.
L. Each board may adopt reasonable rules by which it conducts its business. Said rules or bylaws shall be approved by the City Council before taking effect.
M. The Chair of each board shall keep a current record of the members of their respective boards, including a list of the individual members' terms of appointment. An official copy of said record is to be kept on file in the City Recorder's Office. (Ord. 2002-5, 2-5-2002)
