If the property that is declared surplus is a "significant parcel of real property" as defined in this chapter, then the city shall provide "reasonable notice", as defined above, of the proposed disposition, at least fourteen (14) days before the proposed disposition, to provide the public an opportunity for comment on the proposed disposition.
