A. It shall be unlawful to sell or offer for sale at retail in the city any alcoholic liquor without having a retail liquor dealer's license, or in violation of the terms of such license.
B. No person shall allow alcoholic liquor to be brought into and/or consumed on the premises of a business open to the public without having a liquor license specifically allowing alcoholic liquor to be brought into and/or consumed on such premises; provided, however, nothing contained in this subsection shall prevent the possession and transportation of alcoholic liquor for the lawful, noncommercial use of the possessor, and his family and guests within the possessor's own property.
