The members of the combined plan commission and zoning board of appeals, appointed by the mayor with the advice and consent of the city council, shall serve respectively for the following terms: one for one year, one for two (2) years, one for three (3) years, one for four (4) years, one for five (5) years, one for six (6) years, and one for seven (7) years, the successor to each member so appointed to serve for a term of five (5) years. In each case, each member of the combined plan commission and zoning board of appeals shall serve until such time as their successor or successors shall have been appointed and qualified. Members of the combined plan commission and zoning board of appeals shall reside within the city of Plano or within territory contiguous to the city of Plano and not more than one and one-half (11/2) miles beyond the corporate limits and not included within the corporate limits of any other municipality.
