All annual fees and charges shall be paid in advance at the time application is made to the city clerk. The term of each license shall run from July 1 through June 30 of the following year. When an application for an annual license is made after the expiration of six (6) months of the current license year, the license for the remainder of the year shall be issued upon payment of one- half (1/2) the annual fee.
