3-2-19: INSPECTIONS:

It shall be unlawful to refuse to grant admittance to the premises for which a license has been issued at any time upon the verbal request of the commissioner or any police officer, fire inspector or city inspector authorized by the commissioner for the purpose of making an inspection of such premises, or any part thereof.
