All licenses issued under the provisions of this chapter shall be for a term of one year, to begin on May 1 and to end on April 30 of each year. Except for Class H licenses, the fees for such licenses shall be payable in two (2) installments as set forth in section 3-2-7 of this chapter. Provided, however, that where application is made after the expiration of any portion of any license year, a license may be issued for the remainder thereof, upon the payment of a proportionate part of the annual fee which shall be payment for the unexpired portion of that particular license year.
