It shall be unlawful for any person or household to keep, harbor or maintain more than three (3) dogs and three (3) cats at any one time within the corporate limits of the city; provided that in case of a female dog giving birth to pups, these pups may be kept within the limits of the city until they have become four (4) months old, or in the case of a female cat giving birth to kittens, these kittens may be kept within the limits of the city until they become four (4) months old.
