§ 53.35 NON-PAYMENT OF BILLINGS.
   All electrical bills shall be paid at the office of the Finance Officer, and if not paid on or before the twentieth of the following month after they become due they shall become delinquent and the electricity may be shut off without notice. The electricity shall not be turned on again until all back billings and other charges have been paid, together with a charge of $40 for turning the electricity off and on. No person shall turn on the electricity to any premises from which the electricity has been turned off as herein provided without written authority from the electrical system.
