All services must be metered. The only exception permitted will be temporary service where the installation of a water meter is impracticable. In such cases a written permit will be issued by the Finance Officer upon the recommendation of the Superintendent of Water and Sewers. Such permit shall have an expiration date not to exceed six months from the date of issue and shall include the monthly rate to be charged. Monthly payments must be made in advance, and the Finance Officer, by written notice, may terminate the permit at any time.
