All persons whose premises have been connected with the water mains in the said streets, alleys or avenues as provided in § 52.22, whose connections are not made with plastic or copper, pipe of the size, character and specifications as provided for plastic or copper pipe connections in this chapter, shall before work of paving commences, and at such time in advance thereof as may be ordered by the City Council, cause said connections as above provided.
