All trenches and excavations made by any person in the streets, alleys or public grounds, or under the sidewalks in the city for the purpose of making a sewer or water connection, shall be partially filled with dirt, wet down with water and thoroughly tamped or puddled; and such process continued until all the earth removed from the excavation is put back into the trench, leaving the road or street in a smooth, even and firm condition.
