It shall be unlawful for any person to lay any water service pipe or introduce into or about any building or any grounds, any water pipes, or do any plumbing, either directly or indirectly to the city water mains, or make any additions to or alterations of any water pipes, water closet, stopcock or other fixtures or apparatus for the supply of any premises with water from the city water mains without first obtaining a permit to do such work.
