§ 52.02 GENERAL RULES AND REGULATIONS.
   The following rules and regulations are hereby established for the governing of the Water Department of the city and the control of all persons doing any plumbing in and upon any of the mains, connections or appliances appertaining to the city water works.
   (A)   Any person applying for and receiving water from the water works system belonging to the city, receives such water on the express condition that such water is taken subject to all rules, regulations and penalties provided by the city for the infraction of said rules and regulations.
   (B)   The rules and regulations prescribed in this chapter shall not be considered as a contract between the city and any parties affected thereby in a manner as to prohibit the Council from altering or amending the same, or from establishing such additional and reasonable regulations as may from time to time appear to be necessary.
   (C)   Any person or persons may purchase water from the Water Department in bulk amounts delivered by adequate hose or other connection into such person’s own tank or transport direct from the pumping station with the approval of the Superintendent of Water provided it does not deplete or endanger the water supply for the residents of the city. This is for water sold in bulk to be transported away from the pumping station, hydrant, or other supply point and is not a rate applicable to a tap or other permanent connection to the city water mains. The rates are as follows: $7.50 per 1,000 gallons.
   (D)   Persons or business establishments outside the city limits may connect onto the water mains and city sewer with the prior approval of the City Council and shall be subject to all the rules and regulations of the city as pertaining to the city water and sewer.
   (E)   No person, firm, corporation or association shall willfully and wantonly waste any metered water in the city.
   (F)   If any plumber fails to obey all regulations set forth in this chapter, it shall be within the authority of the Superintendent of the Water Department to refuse any more permits to said plumber until all violations have been corrected.
