(A) A Hearing Board shall be appointed as needed for arbitration of differences between the Utility Manager and sewer users on matters concerning interpretation and execution of the provisions of this chapter by the Utility Manager. The cost of the arbitration will be divided equally between the city and the sewer user.
(B) The members of the Board shall be:
(1) Registered professional engineer;
(2) Practicing sanitary engineer;
(3) Representative of industry or manufacturing enterprise;
(4) An attorney; and
(5) One member selected at large for his or her interest in accomplishing the objectives of this chapter.
