§ 114.03 RESTRICTIONS ON GENERAL CONDUCT OF BUSINESS IN ALCOHOLIC BEVERAGES.
   (A)   No licensee shall sell or give in the city, any alcoholic beverage to any person under the age of 21 years.
   (B)   No licensee shall sell, barter or give away any on-sale alcoholic beverage between the hours of 2:00 a.m. and 7:00 a.m.
   (C) Any room, house, structure or place where alcoholic beverages are sold, dispensed, kept, improperly used in maintaining the same or bartered in violation of the laws of the state, relating to alcoholic beverages, whether the same be classified as distilled spirits, malt beverages or wine, is hereby declared to be a common nuisance.
   (D)   Any person, who knowingly allows or suffers any room, house, business structure or place under his or her ownership or leasehold to be occupied or used contrary to the provisions of the laws of the state, relating to alcoholic beverages, shall be subject to an action to enjoin as provided by the laws of the state, in addition to the other remedies and penalties provided in this chapter.
   (E)   No person shall possess, consume, dispense or deliver any alcoholic beverage in any public place except on the premises of a licensed on-sale dealer; provided, however that this division (E) shall not be deemed to prohibit possession of an alcoholic beverage container on which the original manufacturers seal is unbroken.
