Any person desiring to engage in the business of collecting or hauling household garbage, household rubbish, or nonresidential waste in the city will make application to the Health Officer for the license required by this subchapter and must agree to comply with all other applicable city ordinances, city rules and regulations, Administrative Rules of South Dakota, and the South Dakota Code. The Health Officer will inspect all vehicles to be used by such applicant. This inspection will include, but is not limited to, inspection for integrity of the garbage box, leaks around hydraulic hoses and fittings, engine oil leaks, loose metal, or any notable safety issues. If found to comply with this subchapter or other ordinances and requirements herein, the Health Officer may recommend to the City Council that a license be issued to the applicant as a hauler of household garbage, household rubbish, nonresidential waste, a combination of two of the three, or all three. The Health Officer will attach to each approved vehicle a certificate attesting to such inspection and approval, which certificate will contain any use restrictions or conditions deemed necessary in the safeguarding of the health and sanitation of the city by such Health Officer. No licensee will engage in business using any vehicle unless the same has been inspected and approved as set forth by the Health Officer.
