It shall be unlawful and it shall constitute careless driving for any person to drive any vehicle upon any highway, street or alley of this city carelessly and without due caution, at a speed or in a manner so as to endanger or be likely to endanger, any person or property, but not amounting to reckless driving as defined in § 71.18.
