§ 71.18 RECKLESS DRIVING.
   It shall be unlawful for any person to drive any vehicle upon any highway, street or alley of this city in a careless and heedless manner in disregard of the rights or safety of others or without due caution and circumspection at a speed or in a manner so as to endanger or be likely to endanger any person or property.
