Officials of the city are empowered to designate persons within their departments who are full-time employees as their deputies, only upon the explicit authorization of the City Manager and any deputy shall have the full power and responsibility of the deputizing official during his or her absence or incapacity and may perform any act, privilege or duty which the official could perform.
