(a) The installation, operation, repair or replacement of a closed-cycle ground water heat pump system or earth coupled closed-loop heat pump system shall be subject to observation, examination and inspection by the Village.
(b) Any and all repair or replacement of a closed-cycle ground water heat pump system or earth coupled closed-loop heat pump system, whether partial or total, shall be reported to the Mayor, or his designee, at least twenty-four hours prior to such repair or replacement, unless such notice is impracticable by reason of an emergency situation. In the event of an emergency, notice shall be given at the earliest possible moment, and in all events prior to said repair or replacement.
(c) Any and all addition or replacement of antifreeze solutions or additives in the closed-cycle ground water heat pump system or earth coupled closed-loop heat pump system shall be reported to the Mayor or his designee at least twenty-four hours prior to such addition or replacement. Further, a sample of the solution or additive to be placed in the closed-cycle ground water heat pump system or earth coupled closed-loop heat pump system, in a quantity sufficient for analysis, shall be provided to the Mayor or his designee. Only those antifreeze solutions and additives listed in Section 937.02(a)(4) shall be used for addition or replacement.
(d) The owner of a closed-cycle ground water heat pump system or earth coupled closed-loop heat pump system shall maintain a log of the operation of the system, including all repair or replacement, and all addition or replacement of anti-freeze solutions or additives. Such log shall record the date of all such activity, the nature of the activity, and the quantity and quality of the materials involved.
