(a) A permit for the drilling of any hole or shaft for the purpose of the installation and operation of closed-cycle ground water heat pump system or earth coupled closed-loop heat pump system within the Village limits may be issued subject to the following conditions:
(1) The shaft or hole used in conjunction with the earth coupled closed-loop and heat pump system must be constructed, operated, maintained and abandoned in compliance with the Ohio EPA Water Wells Regulations OAC 3745-9 and related sections.
(2) The user of the closed-cycle ground water heat pump system must charge it with water from the mains of the Village water utility system.
(3) Any shaft or hole penetrating more than one aquifer must be constructed so as to prevent cross contamination from an aquifer of poor quality (from natural or man-made sources) to that of an aquifer of better quality. This specifically includes any shaft or hole that penetrates formations with high concentrations of chlorides, hydrogen sulfide, sulfates, and totally dissolved solids.
(4) Antifreeze solution or additives within a closed-loop system shall be limited to the following compounds:
A. Pure glycerine solution, provided the glycerine is of 96.5% United States Pharmacopia grade.
B. Food grade propylene glycol.
C. Dipotassium phosphate.
NOTE: The antifreeze manufacturers must furnish proof to the water purveyor that the product is of pharmaceutical grade or of food grade quality, and that the product contains no harmful or toxic substances.
(5) The heat exchange loop of a closed-loop system shall be constructed of high density, high molecular polyethylene pipe. All joints must be thermally fused. If metal clamps are to be used, they must be made of all 304 stainless steel, heavy duty torque (150 in-lb.).
(6) The closed-cycle ground water heat pump system or earth coupled closed- loop heat pump system must be equipped with an automatic device to shut down the entire system, if a leak develops in the pipe system and/or refrigeration system.
(7) The depth of the shaft(s) or hole(s) shall not be greater than feet.
