355.01 GENERAL REQUIREMENTS.
   (a)   A parking ticket shall be the summons and complaint for purposes of issuing parking ticket citations. The provisions of this chapter and Chapter 351 , and all actions taken pursuant to this chapter and Chapter 351 , are civil and remedial in nature and not designed to punish the offender and are not criminal offenses. No violation of this chapter or Chapter 351 shall be considered a misdemeanor of any class, and no person shall be arrested for a violation of this chapter or Chapter 351 of the Codified Ordinances, the provisions of which are hereby declared to be non-criminal civil parking infractions bearing the penalties set forth in Section 351.99 and Section 355.07 and to be handled pursuant to Chapter 4521 of the Ohio Revised Code and this chapter.
   (b)   Each parking citation issued shall contain the following information:
      (1)    The address and phone number of the Plain City Parking Violations Bureau;
      (2)    The procedure to answer the charge as set forth in Section 355.04 (a);
      (3)    The specific ordinance allegedly violated with a description of the offense;
      (4)    Any penalty for not paying the ticket within the time prescribed; and
      (5)    Any other information as required by Section 355.02 (a).
