(a) The provisions of this chapter, and all actions taken pursuant to this chapter, are civil and remedial in nature and not designed to punish the offender and are not criminal offenses. No violation of this chapter shall be considered a misdemeanor of any class, and no person shall be arrested for a violation of this chapter of the Codified Ordinances, the provisions of which are hereby declared to be non-criminal civil parking infractions to be handled by the Plain City Parking Violations Bureau pursuant to Chapter 4521 of the Ohio Revised Code and Chapter 355 of the Codified Ordinances, and bearing the following penalties in addition to any other consequence stated in this chapter:

(b) If a person who is personally or constructively served with a parking ticket fails to answer the charge within ten (10) days of the issuance of the parking ticket, the amount of the fine will double. (Ord. 30-04. Passed 11-22-04.)
