1121.03 FINAL PLAT REQUIREMENTS.
   (a)   Final plats shall be prepared and stamped by a registered surveyor or engineer. Said plats shall be drawn in black india ink on reproducible mylar at a scale of 1 inch equals 100 feet (1"=100'). The size of the reproducible mylar shall be 17½ inches by 23½ inches.
Final plats shall include the following:
      (1)   A location map showing the relationship of the proposed subdivision to the surrounding area.
      (2)   North arrow, scale, and date.
      (3)   The names of all adjoining property owners as shown on the preliminary plat.
      (4)   The general location of the subdivision.
      (5)   The name under which the proposed subdivision is to be recorded and the name and addresses of the subdivider, the owners, and the registered engineer or registered surveyor platting the tract. The proposed name of the subdivision shall not duplicate the name of any other subdivision already in use in the county in which the subdivision is located or otherwise located within the Village of Plain City.
      (6)   The location of present property, section and Congressional Township Lines, U.S. Survey and lines of incorporated areas, streets, buildings, watercourses, sinkholes, tree masses, and other similar existing features within the area to be subdivided and on property immediately adjacent thereto.
      (7)   The boundaries of the property with accurate distances and bearings and the lines and extent of all proposed streets with their widths and names and any other areas intended to be dedicated to public use.
      (8)   The lines of adjoining streets and alleys, with their widths and names.
      (9)   All lot lines and easements with their dimensions.
      (10)   All dimensions, both linear and angular, necessary for locating boundaries of the subdivided area, including lots, streets, alleys, easements and building line setbacks, and any other similar public or private areas. The linear dimensions shall be expressed in feet and decimals of a foot.
      (11)   Radii, arcs, points of tangency, central angles for all curvilinear streets, and radii for all rounded corners.
      (12)   All lot lines and an identification system for all lots and blocks.
      (13)   The accurate outline of any property which is offered for dedication for public use and the location, dimensions, and area of all property proposed to be set aside for private reservation, with designation of the purpose and proposed ownership thereof.
      (14)   All survey monuments with their descriptions.
      (15)   Title and description of property subdivided, showing its location and extent, point of compass, scale of plan, and name of subdivider and certificate of registered land surveyor that the plan represents a survey made by him and that the results of the survey are correctly shown thereon.
      (16)   Any private restrictions shall be shown on the plat or reference made to them thereon, and plats shall contain proper acknowledgment of owners and holders of mortgages accepting the platting and restrictions.
      (17)   A certificate shall accompany the final plat showing that all taxes due have been previously paid and a certificate of title or photocopy thereof shall be submitted for inspections.
      (18)   A certificate by the owner of the land to the effect that he has caused the land to be platted and that he dedicates to public use the streets, parks, and other land indicated on the plat as intended for public use.
      (19)   There shall be submitted with each plat, a tabulation showing the exact area of each lot, reserve, or other parcel on the plat, other than streets and alleys, such area to be computed inclusive of and after the extensions of lot or parcel lines to the centerline of contiguous public ways, such as streets or alleys. The purpose of this requirement is to facilitate calculation of the trunk sanitary sewer benefit charges for each lot and parcel.
      (20)   A summary of the area of land used for each of the following:
         A.   Lots,
         B.   Rights-of-way,
         C.   Parks, and
         D.   Other open space.
      (21)   Location of setback lines from all rights-of way, public or private, and the building envelope shown on all irregular lots.
      (22)   An acknowledgment by and bearing the signature of the owner that the plat was prepared with the owner's consent and approval and dedicating the streets and the appropriate areas to the Village of Plain City.
      (23)   A statement signed by the owner setting forth the rights associated with the easements and reserve parcels shown on the plat.
      (24)   Certification by a registered surveyor that the information contained on the plat is true and correct and conforms to the requirements of these Subdivision Regulations.
      (25)   An approval block for the endorsement of the plat by the Village Mayor and Village Fiscal Officer upon the approval by Village Council. The approval block and associated subdivision plat wording is shown in Appendix E.
      (26)   As to each lot, reserve or other parcel on the plat, other than streets and alleys, the following shall be submitted, either by depiction on the plat or separate tabulation:
         A.   The proposed elevation of the top of all street curbs adjacent to the lot, reserve or other parcel, based on U.S.G.S. elevation or those as approved by the Village Engineer;
         B.   The proposed ground elevation of the grade at building or structure, based on U.S.G.S. elevation or those as approved by the Village Engineer; and
         C.   The proposed elevation of the top of foundation of building or structure, based on U.S.G.S. elevation or those as approved by the Village Engineer.
      (27)   A statement affirming compliance with all standards of both the subdivision and zoning regulations.
      (28)   The name(s) and service boundaries of the utility provider(s).
   (b)   The final plat shall not be approved until the following items have been submitted to the Zoning Inspector.
      (1)   Improvement plans prepared by a registered engineer for all required improvements at a scale of 1" = 50' on 24" x 36" or at such other scale acceptable to the Village Engineer.
      (2)   A landscaping plan.
      (3)   An erosion and sedimentation control plan as described in Section 1191.21 .
      (4)   A letter from the Village Administrator and Village Engineer approving the improvement plans for the water distribution, storm water and sanitary sewer systems.
      (5)   Bonds or other guarantees as may be required by Chapter 1129.
      (6)   All approvals from regulatory agencies.
      (7)   Payment of all required fees.
