1117.03 SUBMITTAL OF PRELIMINARY PLATS.
   (a)    The subdivider shall prepare and submit 15 copies of a preliminary plat, together with the supplementary material as required by Section 1121.02. Said plat shall be submitted to the Zoning Inspector no less than 30 calendar days prior to the meeting at which it is to be considered.
   (b)   The Zoning Inspector shall review submitted materials for completeness. The Zoning Inspector's findings shall be presented in writing to the Planning and Zoning Commission and the applicant. The application shall be considered filed as of the date the application submitted and fee paid to the Zoning Inspector.
   (c)   All fees required for processing of a preliminary plat must be paid with the application, prior to review by the Planning and Zoning Commission or the submittal will be deemed incomplete by the Zoning Inspector and rejected.
   (d)    The Planning and Zoning Commission shall review said preliminary plat and act thereon. The Commission may approve the preliminary plat as submitted or modified, it may conditionally approve the plat and stipulate the conditions of such approval, or it may disapprove the preliminary plat and express the reasons therefore. The action of the Planning and Zoning Commission shall be noted on two copies of the preliminary plat. One copy shall be returned to the subdivider within fifteen (15) calendar days of the Planning and Zoning Commission's decision and the other retained on file by the Zoning Inspector.
   (e)    Approval of a preliminary plat shall not constitute approval of the final plat and improvement plans, but rather shall be deemed an expression of approval of the layout as a guide to preparation of the final plat.
   (f)    Review of the preliminary plat is based on conformance with current zoning and general conformance with the improvement requirements as stipulated herein.
   (g)    Whether it is proposed to develop the tract in one phase or in sections or stages, layout of the entire tract is required. (Ord. 06-08. Passed 2-25-08.)
