9-5-2: DUTY OF PARKING ENFORCEMENT OFFICER OR POLICE OFFICERS; REPORTS:
It shall be the duty of the city assigned parking enforcement officer to enforce parking provisions within the parking district defined in section 9-4-4 of this title between the hours of eight o'clock (8:00) A.M. and six o'clock (6:00) P.M. six (6) days per week, Monday through Saturday.
It shall be the duty of the police officers of the city, acting in accordance with and pursuant to instructions issued by the chief of police, to enforce parking outside of the enforcement performed by the parking enforcement officer. Enforcement officers and police officers shall report the following information:
   (A)   The state license number of the vehicle violating any parking regulation of the city.
   (B)   The time of day during which the vehicle is parking in violation of any of the parking provisions of the city.
   (C)   The duration of the time in excess of the legal parking time during which the vehicle is parking in violation of any of the parking provisions of the city.
   (D)   Any other facts, a knowledge of which is necessary to a thorough understanding of the circumstances attending the violation. Each police officer shall also attach to the vehicle a notice to the owner or operator thereof that the vehicle has been parked in violation of a provision of this code and the notice shall instruct the owner or operator to report at the office of the judge of the justice court in regard to the violation.
