9-4-4: PARKING DISTRICT 1:
Parking district 1 is hereby declared to be from, and to be bounded as described in exhibit on file in the office of the clerk and by reference made a part hereof. The property proposed to be acquired for public parking purposes is described as follows:
   Parcel 1. A parcel of land consisting of Lots 24 to 34 in Block 33, and the southwest portion of Lot 23, Block 33, having a frontage of 15.76 feet on Center Street and 7.3 feet on Hangtown Creek.
   Parcel 2. A parcel of land consisting of Lot 14, Block 41; the east 12.25 feet of Lot 6, Block 41, excepting the southeast 3 feet thereof; and the portion of Lot 1 Block 41 lying northwest of the northwest line of the lands now or formerly of Otto K. Weichold.
No public ways are proposed to be acquired for ingress to or egress from said parking places.
The improvements proposed to be made or constructed on the parking places are: grading and the construction thereon of pavement, curbs, drains, lights, fences, rails, meters, and any buildings or structures necessary for the proper operation thereof; and the making of all acquisitions and the construction of all improvements and the performance of work auxiliary thereto necessary to complete same as off street parking facilities.
