(A) No license required by § 114.10 shall be issued to any person until the applicant has filed with the City Clerk a schedule of rates to be charged by the applicant.
(B) No license shall be issued to any person until the applicant has filed with the Clerk proof of financial responsibility for any and all damage that might be caused by the operation of the vehicles used in the occupation of carrying persons for hire within the city. The proof of financial responsibility shall be approved by the Traffic Committee of the City Council.
