§ 114.10 REQUIRED.
   It shall be unlawful for any person to operate as a carrier of persons for hire upon the streets of the city without first obtaining from the city a license to operate as a carrier for hire. The license shall be obtained from the City Clerk as prescribed in this subchapter.
