Minors under the age of 16 years shall, under no circumstances, frequent, loiter, enter or remain in any hall licensed under this chapter at any time when not accompanied by a parent or legal guardian. It shall be unlawful for the proprietor of any hall so licensed to allow or permit any such minor to frequent, loiter or remain in the hall in violation of this section.
