(A) The owner or keeper of animals or fowl mentioned in § 91.25 kept in the city shall provide and maintain adequate fencing or an enclosure for such animals and fowl, and the same shall be so fenced, penned, or securely fastened and kept at all times on the premises of the owner or keeper of the same.
(B) Any enclosure in which animals or fowl mentioned in § 91.25 are housed, fenced, enclosed, or kept which is unreasonably offensive to persons residing in the vicinity of the same or which constitutes a hazard to the health of the persons residing nearby is declared to be a nuisance.
